Помогите пожалуйста сформулировать название раздела, никак не получается.
в текст Terms of Reference аssessing tax structure of cigarettes:
"...A Way Forward Analysis:
Based on the information above, number of simulation analysis will be conducted to evaluate the efficiency of the current tax system, looking carefully at its strengths and weaknesses, and exploring means to improve efficiency with respect to its impact on retail prices, cigarette consumption and government tobacco tax revenues. The analysis will look at the impacts of proposed tax structures on the rates from the public health, economic and political perspectives..."

я поняла что здесь речь идет об исследовании, которое угадывает будущие результаты после введения акцизов на сигареты. ... Это так общее. но никак не могу грамотно сформулировать.
