Меня смущают эти два "не". Kirsha навела на мысль, что надо сначала перевести с русского на русский: "Цены скорее не падают, а постоянно растут". ("Не только" - усиление, а не отрицание)
Получилось так:
Prices are constantly rising rather than only falling.

Но в выбранном Вами варианте Prices are constantly rising rather than falling - нет эмфазы, усиления!
