1) will be introduced into the Program rules from 1 April? (но 1 апреля уже было вчера)
2) have been introduced into the Program rules since 1 April (но это значит, что 1 апреля они как-бы были еще старыми, а уже потом когда то изменились)
3) are introduced into the Program rules on 1 April
4) become effective on 1 April
5) are effective from 1 April
???

Не могу понять, подскажите, а?
