два вопроса к многомудрым и всепомогающим форумчанам:)

1. переклинило на след. предложении - "Инвестиции идут, в основном, в увеличение добычи на уже освоенных месторождениях и очень невелик вклад в разведку тех месторождений, которые могли бы составить будущий потенциал российского нефтегазового комплекса".

Мой вариант: The investment expenditure is aimed mainly at the production uprise at the already existing oil & gas fields. The contribution to the exploration of the new fields that could form the base for the future oil & gas complex of Russia is little.

Он мне СОВСЕМ НЕ НРАВИТЬСЯ. ПОМОГИТЕ КТО ЧЕМ МОЖЕТ.

2. Нефтяные пираты (спекулянты на нефтяных "голубых фишках" с большим капиталам) - ?

Ну можно примерно так:
A major share of investments is funneled to increment/enhance production from already developed fields, and very small share is left for exporation of new fields--a potentiality of the Russia's future oil-gas industry.

Дело в том, что существуют понятия 1) incremental oil - "дополнительная нефть", полученная в результате неких мероприятий , increments to reserves - "прирост запасов", 2) to enhance production - "интенсифицировать приток", enhanced recovery - "интенсифицированная добыча". Именно в эти мероприятия и инвестируют капиталы. И эти мероприятия помогают to increase/boost production (как потом напишут в отчетах для собрания акционеров и газетчиков.

the bulk of oil intvestments is syphoned into squeezing the last drops out of the existing fields, while the devlopment of new promising ones with a potential to be the backbone of a future russian oil industry is flagrantly neglected/is suffering in neglect.
