Процент от общего числа голосов лиц, не заинтересованных в совершении сделки

по вашей же ссылке - percentage of values that are already expressed in percentage - доля чего-то, уже выраженного в %, а from - это к источнику данных относится, к Lean Six Sigma project improvement report.
