Если и сборы, то не по капиталу, а по всему тому, что перед ним в этом предложении.
То есть, по регистрации и т.д. и т.п.

Это две разных фразы -- "issue of the capital" (формирование капитала) и "charges in connection therewith" (расходы, в связи с этим, т.е, со всем, о чем говорится в предложении, а не только в связи с формированием капитала, понесенные).
