Flooding Compounds (FC) - это название группы продуктов
Tube Filling Compounds (TFC) - название другой группы продуктов - в одном месте переведено как "Гидрофобные заполнители" марки TFC фирмы MWO GmbH.

A substance surrounding the buffer tubes of a fiber-optic cable, to prevent water intrusion into the interstices in the event of a breach of the jacket.
e.g. Composition: Bitumen, synthetic resins, synthetic polymers, highly refined mineral oil and additives.
