Неуверен с переводом двух слов: создание/управляться.
Подскажите пожалуйста, как их лучше перевести в этом контексте?

The project provides for establishing (или creation of?) the Chinese administration in this part of the city, which will be governed/supervised/administered/regulated/given guidelines? by the Harbin functionaries.
