At any meeting of Members, presence of Members entitled to cast at least 51% of the total votes of all Members entitled to vote at such meeting constitutes a quorum. Action or matter is approved if it receives approval by at least 51% of the total number of votes entitled to be cast by all Members in the Company.

Подскажите, пожалуйста,решение принимается, если оно получает поддержку не менее 51% голосов от присутствующих на собрании участников, или от общего количества Участников ООО.
