Пожалуйста, помогите перевести "refuse discharge".

Выражение встречается в следующем контексте:

As a guaranty of the obligations taken, the
Contracting party commits be it for itself or its heirs
and beneficiaries, to vote in a way not to refuse
discharge to the Service provider and/or the persons
the latter shall put at the disposal of the Company.
