Primary / Secondary active power/frequency control
The Plant design shall enable to participate on the frequency regulation by providing a “Spot re-serve” or Primary Power-Frequency Control as it is called and requested in UCTE power sys-tems.
This requires that the turbine speed governor of the turbine has to be operated in droop mode in all operation modes of the plant. To allow base load operation as it is usual for steam turbines a frequency offset signal has to be generated by the temperature control system to adjust the set point of the droop governor.

Вот так если
Мощность данного активного резерва должна рассчитываться как процент от мощности соответствующей области регулирования, определяющейся UCTE на основании номинальной мощности всей установки, например для области регулирования регулятора скорости она должна составлять ± два процента от регистрируемой мощности.
