Sorry to interfere, the translation is accurate, but the only thing that bothers me is that in English it reads as if the writer was being sarcastic/jocular.

"Member of unsound mind" and "jurisdiction in lunacy" sound like it's a joke. So perhaps the Russian should reflect the humour.

Normally, it would be called a person/patient being of unsound mind, not member. Also, calling a mentally ill person a lunatic (as that is what 'having jurisdiction in lunacy' implies), in America at least, is utterly un-PC. These words with regard to the mentally ill have been banned: nuts, lunatic, crazy, mad as unscientific/unprofessional.
