поскольку заложенный в проекте календарный план всегда составляется «с запасом», это обу-словлено также тем, что в том случае, если застройщик не сдает объект в срок, то к нему будут применены довольно жесткие санкции.

В контексте управления проектами термин "buffer" употребляется чаще (or, in my experience, exclusively) для обозначения данной реалии. Но это в IT, строительство может иметь свои особенности. Хотя, вот пример исследования по использованию "буферов" как раз в строительной сфере:

"In the critical chain, buffers are added durations and applied to a project schedule to protect what is important to the success of that project [8]. The buffers using in the critical chain include project buffer, feeding buffer, and resource buffer.
The function of project buffer is to protect the promised due date from variation in the critical chain. "cushion" should be fine, too. I just heard "padding" more often in this situation.
