Такой момент: where at that moment our company had been carrying out the works... Если (судя по контексту)эта компания закончила выполнять работы к данному моменту, то действительно HAD BEEN,в противном случае WAS. Остальное ИМХО правильно.

Да, Аристарх, прав. Все зависит от того, когда началась мобилизация - во время этих работ (had been) или после их окончания (was).

* imho, the word "mobilization" is not the right one in the English version. Mobilization seems more appropriate when you are talking about mobilizing manpower, equipment in general, not a particular geomembrane from a particular place. Although, yes, one of the meanings of "mobilize" is "to put smth in motion, to enable smth to move." I would suggest revising as shown above.
