ЗА здесь не "(for and) on behalf of". Гарантия (поручительство) дается в том, что поручитель обязывается перед кредитором другого лица отвечать за исполнение последним его обязательства полностью или в части.
в общем, см. ГК РФ, Глава 23. - 5 Поручительство. Ст. 361-367.
