If we are talking about sailors and marine companies and memberships in marine organizations, the people who sign your certificates of membership: master, federal master, and federal secretary, what do you call them in Russian?

"Master" is "master mariner" (pro qualification AND official title of) "kapitan".
"Federal Master" is the title of the elected heads of several sailors' nation-wide labor unions (=Federal Secretaries). Call 'm all "federal'nyi sekretar'."
