Слово встречается в следующем контексте:
Reaserch has shown that various influence tactics convert power into actual influence.These are specific behaviours that power holders use to affect others:
Inratiation - issing flattery and acting friendly,polite,or humble;

Maybe, you could say: "заигрывание"?

I think it is a little different from подхалимство, заискивание. These two Russian words mean "brown nosing", right?

Ingratiation, imho, could be described as follows: a millionaire company president descends from his top-floor corner office to my little cubicle and starts playing buddy-buddy with me by saying that he and I have the same financial goals, that we have the same stake in the company and otherwise tries to compare himself to me. He is not really doing any подхалимство or заискивание, but he is tying to flatter me by putting me on the same social/economic/etc. level as himself.

I really like the word "популизм" here.

заискивать все-таки больше подходит, наверное. Что-то на грани заискивания-панибратства.

The only issue that I have with заискивание is that, I think (maybe incorrectly) that it implies that the person who is doing this заискивание is lower on the social or business ladder that the person перед которым он заискивает (In Sluzhebnyi Roman, Novoseltsev was Kalugina's subordinate).

The asker's initial question, as I understood it, deals with a situation when a more powerful person is trying to translate his power into actual influence by trying to become a perceived friend or “equal” to a less powerful person. To follow your analogy, this is when later in the movie, Kalugina responds to Novoseltsev's compliment by saying smth like "Oh, please, I am so "average". You, on the other hand, are so handsome." So, this is flattery used from the position of power with the objection of strengthening that power of influence.

That's why I though популизм would fit well. Another example of this would be President Yeltsin reportedly using public transportation to get to work when he was just elected President. I read somewhere that it was widely publicized with the intent to boost his public image as "the people's president." He had formal power already; what he was trying to do by this publicity stunt is to tell people, "hey, I am one of you, just a regular Russian, you can trust me."

ОК, возможно, возможно. И все-таки, мне кажется, что популизм подходит для ситуации с Ельциным, но не подойдет для ситуации начальник-подчиненный. ИМХО. А из вопроса мне лично непонятно, из какой это сферы.
