Не знаю, как по-английски, и есть ли вообще, но скажу, что это такое. Каждый строящийся объект, будь то жилой дом, или административное здаение, должен быть обнесен забором, и у въезда на стройплощадку должен быть прикреплен "строительный щит" - может быть обычный лист фанеры с названием того, чего строят, и кто строит, и телефон строительной организации. Например, жилой дом, застройщик: СМУ №1, телефон 555555. |

well it is fense advertising in any case as far as i can tell. so, i am sticking with it. it is posted by the company about the thing they are building behind the fence. |

Susan, just fyi: this (construction) site board ("строительный щит" as you called it) is not the same as "fence advertising" since the fence advertising requires a special permit from the authorities. :o) |
