The cut-off man is usually an infielder whose job is to either catch (cut-off) the throw coming in from the outfield or let it go to the player it was intended for. Whether or not the cut-off man "cuts-off" the throw will depend on how good a throw it is, i.e. whether or not the throw will get to its intended receiver on time. So "cut-off man" is the actual name for this player since the "cut-off" man could be the shortstop, second baseman or other infielder. Hope this helps.
