In a railway system there are commuter trains and it's not passenger v. freight, it's local v. regional.

What is local vs. regional? Regional is pretty local for an airplane. It just means that it's a small airplane and it travels short distance (dependent on fuel-tank size). Anyway, they mean a small, 19-seat (ie, passanger), airplane.
