Очень прошу вашей помощи с переводом выделенных терминов. Финансовая тематика для меня абсолютно нова, и я никогда раньше с этим не сталкивалась. Потратив массу времени на перевод, я все же не смогла разобраться с некоторыми моментами... Пожалуйста, подскажите мне что-нибудь.

Тут вообще полный бред... Может, я чего-то не догоняю, но по-моему, предложение составлено коряво.

Что такое OIC? Честно говоря, вообще затрудняюсь с переводом этой фразы. Знаю, что здесь очень важно понять все правильно, но, к сожалению, я не финансист...

И далее:

LOC - letter of commitment? Как в данном случае правильно по-русски - Письменное обязательство?

Обычная, ж, мне кажется, оговорка - "мы нагоним на ваш проект (ну или - под-проект в вашем регионе) столько консультантов, сколько мы считаем нужным"
