поиск по форуму может лучше помочь, чем мои смутные воспоминания (оттуда же) о том, что баттери лимит = границы какого-нибудь участка с расположенным на нем оборудованием, находящемся на балансе одной организации.

Отсюда, получается: давление на границе площадки/завода/территории с оборудованием/прочие варианты..
