Нашел в Википедии определение этого термина (см. http://en.wikipedia.org/wiki/Reference_implementation). Наверное, можно перевести вот так:
"эталонная/контрольная/образцовая реализация виртуальной машины .NET". Я просто не знаю, какое из прилагательных более точно передает смысл слова reference.
