Обязательны. Пунктуация должна соответствовать правилам пунктуации английского языка.

No, I am not a grammarian who has a style. Those basic rules were condenced from many sources, and the main one was a Guide specially prepaired by Americal publishers for RUSSIAN TRANSLATORS AND EDITORS engaged in publication of Russian scientific periodicals in the US.

My point is that such condenced guides can eliminate MANY QUESTIONS from the forum. "Comprehensive" style guides, such as the Chicago Style Guide and many alike, are overloaded with details and not intended for Russian translators.
