With the winch drum stationary, the coupling output shaft is at rest; when the cable is paid out from the winch, the coupling output shaft will, of course, run in reverse, causing the coupling to operate as a pump, braking the motor.

При выбирании троса, выходной? вал муфта вращается в одном направлении с валом электродвигателя и входным? валом.

При остановке барабана лебедки, выходной вал остановлен/не вращается;

when the cable is paid out from the winch, the coupling output shaft will, of course, run in reverse, causing the coupling to operate as a pump, braking the motor.
при вытравливании троса с лебедки, выходной вал муфты будет, естественно, вращаться в обратном направлении. При этом муфта будет работать в режиме насоса, тормозя электродвигатель.

taking up - тут речь неявно идет о барабане лебдки, он "набирает" канат/трос, а тот, естественно, наматывается
