This will usually not be the case if the market is protected through governmental interventions to maintain a stable and seasonally subsidized price. Governments interested in developing efficient markets by using warehouse receipt systems must be committed to not intervening in the market in such a way as to crowd out private markets for storage. At the same time, government interventions may be well motivated, and alternative market-consistent instruments must be found.
