Нигде не могу найти правильный термин. Речь идет о регулирующем слое (вставке) в подгузниках-трусиках для малышей

Выражение встречается в следующем контексте:
These new pants have a ‘Cool Alert Liner.’ This liner allows your child to feel cool after every incident. There is a special material that every time your baby pees, it feels cool for about a minute, before the temperature goes back to normal.
