the remainder of the procurement - переводится как имущественное право на поставку???

Выражение встречается в следующем контексте:

Although it is currently intended that the remainder of the procurement will take place in accordance with the provisions of this Request for Proposal, the Employer reserves the right to terminate, amend or vary the procurement process by notice in writing. In particular, the Employer reserves the right to change the basis of, or the procedures (including the timetable) relating to, the procurement process; to reject any, or all, of the Candidates’ submissions; not to invite a Candidate to proceed further; not to provide a Candidate with additional information; or to abandon the competition for the Project.

не совсем - здесь скорее всего идёт речь о том, что часть проекта уже выполнена, а поставка оставшихся работ/товаров/услуг будет осуществлятся в соотв. с условиями заявки.
For example - Tender was toequip cell telephone system. Reminder of the project will require billing customers and services.
