This sounds a little awkward in English, too. I think "false pricing offence" refers to the law in the U.S., which demands that the store sell you the product at the price shown on the sticker (even if the sticker was placed there by mistake). So, if you come to a car dealership, and see one of their cars clearly labeled $10 (perhaps by mistake), theoretically, you can demand that they actually sell it to you for $10.

Sellers usually protect themselves against these situations by including various disclaimers in their store policies. So, it seems like your sentence deals with such a situation, when a customer cannot force the store to sell him something at the advertised price, even though he seems to be entitled to this because of the store’s false (or misleading) pricing. (*How’s this for a run-on sentence? :-)
