Regulatory spillover effects -- точного перевода не дам, но по контексту это побочные непредусмотренные последствия, проистекающие от введения разного рода нормативных актов, законов и пр. (типа лес рубят -- щепки летят).

на самом деле термин "spill-over" ввели неофункционалисты (неофункционализм - одна из теорий международных отношений). Вкратце он описывает "перетекание" интеграции в одной сфере к интеграции также и в других сферах.
