Исполнитель осуществляет контроль за Персоналом, действиями которого осуществляется исполнение обязательств Исполнителя по настоящему Договору

Вариант:

the Contractor shall supervise the Staff whose actions are intended to fulfill the Customer’s obligations hereunder

Немного укороченный вариант, но смысл по-моему не меняется:
the Contractor shall supervise the Staff who performs Contractor’s obligations hereunder
