Just looked at your previous post. If your talking about some UN-type organization, where countries take turns presiding, then you may say:

vo vremya predsedatel'stvovanuya (I don't know if predsedatel'stvovanye is a real word in Russian, though). BUt the meaning is "while the Dutch were presiding, something was organized." It's kind of like "under the Clinton administration".

I was inclined to think that it's smth similar to "debates was launched by Dutch Presidency". Now the idea is clear. Thank you so much.

Your meaning, I think, is possible, too. But, I don't think it clearly follows from the sentense. The English sentence is a bit more ambiguous.
Depending on broader context, you may even say something like под эгидой.
