Прошу прощения, но это, оказывается, не архаизм. Это же сослагательное наклонение! Проще говоря, данная фраза звучит полностью так: If that (should) be so....
Эта форма не является устаревшей: Present Subjunctive is common in formal British English. In less formal English we can use should.
e.g.: If he (should) be found guilty / is found guilty, he will be jailed for ten years.
То же самое после whether и whatever:
Whether she (should) agree / agrees or not, we are going to have to go ahead. Или: Whatever his reasons be / are, they are insufficient to excuse him.
