"при этом" -- практически всегда выкидывается при переводе.
"It should be noted" -- нешикарный выход, т.к. сама по себе фраза .... ну... выглядит немного "смешно и неудобно" (с) в таких текстах. получается, что все, о чем писал автор ранее, "отмечать" не следовало, а в тексте, цель которого информировать, а не затирать, априори каждая фраза should be worth noting.
"black gold" -- метафора, с помощью которой автор натужно пытается разнообразить текст. journalism style books say that trite metaphors should be avoided. they say that metaphors should be avoided altogether unless they are really genuine. it's better to repeat a word, чем натужно пытаться.
Furthermore -- тоже лишнее вводное слово. если Вы его уберете, ничего не изменится, никакие логические связи не нарушатся.
are currently depleting -- либо the present continuous without "currently" or the present indefinite with "currently." тож экономнее. :-)

что еще хуже, если уж совсем придерживаться газетного стиля, и предоставить заказчику авторский перевод, тогда план статьи будет совершенно другой: 1 - основная мысль, 2 - все детали про нее, 3 - опять основная мысль и выводы.
