И еще вопрос.Правильно ли будет переведено Occupational Safety and Health Standards Board как Управление(по правилам)техники безопасности и охране труда?

1. По тексту: "...соответствующие полномочия... совпадают...",

"...в случае возникновения (такого) дублирования полномочий..."

"исключительные полномочия"/"исключительное право принятия решения"

2. Изюминка может заключаться в том, о какой стране речь. В России - "health" (в подобных фразах) - "охрана труда", "occupational safety" - (часто) "техника безопасности". А взятые вместе - "occupational safety and health" - уже может стать "безопасность и гигиена труда" или та же "охрана труда". Словом, возможны варианты.
