Советник. Его функция в обществе - предлагать политическим лидерам и чиновникам различные варианты решений с анализом их возможных положительных и отрицательных последствий. В отличие от политика, советник (в рамках своей профессиональной деятельности) не вправе иметь собственное мнение по общественно значимым вопросам. Он призван лишь помогать политику сформулировать его позицию, исходя из максимума доступной информации. Если политик служит народу (точнее - его части) и отчитывается перед народом, то советник служит политику и отчитывается перед политиком. Конечным продуктом работы советника является набор объяснений, тезисов о том, какими могут быть результаты того или иного действия политика. Его задача - создать интеллектуальную обстановку, позволяющую политику лучше выполнять свои функции.

Political Consultant. The consultant’s function in the society is to offer political leaders and officials various solutions with the analysis of their positive and negative consequences. Unlike politicians, consultants (in the context of their profession) may not have their own opinion on public issues. A consultant’s duty is to assist a politician in formulating his or her position taking into consideration the maximum of the available information. If a politician serves the nation and is accountable to the people, a consultant accounts to a politician. The end product of the consultant’s work is a set of explanations, theses about possible results of this or that action of a politician. His or her task is to create an intellectual environment for a politician to properly perform his or her functions.

Unlike a politician, an advisor (as long as he/she acts in a professional manner) may be allowed to form their own opinion on any public issues of importance. An advisor’s role is to assist a politician in formulating his or her stance based on maximum amount of available information. If a politician serves the nation and is accountable to the people, a consultant is held accountable by a politician. What an advisor should come up with/go to show for his work in the end is a set of explanations and arguments regarding possible implications that may follow in the wake of this or that action taken by a politician. His or her brief/charge/job is to create an intellectual environment conducing for a politician to properly perform his or her tasks.
