Need wider context, but here's just a wild idea.

My guess is that "ex" here is used loosely referring to the mode of delivery (compare INCOTERMS' EX WORKS - с завода).
So I would suggest something like:

доставка товара производится со склада дилера/реселлера, cогласно соответствующему пункту контракта, и включает/распространяется на следующие страны ...

Someone might have a better idea.
