а зачем тебе снова контекст? Вроде все и так ясно. Принятые решения могут неблагоприятно сказаться на развитии бизнеса, что вынудит предпринимателей действовать незаконно.

U've got the point, but IMHO being in political opposition doesnt imply that u'll be prosecuted by law, unlike tax evasion, which is a crime

"to keep a low profile" would rather mean working inconspicuously. without attracting atention on the part of the general public, not advertising/disclosing their activities

возьмите shadow economy тогда, если вы считаете, что просто shadow это скорее оппозиция..
