Мне не понятна строчка "the means by which signals are carried and whether a charge is made to the viewer/user or not ..."и в этом абзаце
Подскажите, пожалуйста, что это имеется в виду?

On Demand/Demand View means the exploitation of a Motion Film Copy originally recorded on film or video (whether analog or digital) by storage of the Motion Film Copy in digital form on the server of a provider enabling the viewer/user to demand the digital signal(s) stored -irrespective of the technology/system to provide such demand, the means by which signals are carried and whether a charge is made to the viewer/user or not - at a time and place selected by the viewer/user, with the consequence that the digital signal(s) is(are) transferred to the viewer/user's computing device where the data material is (directly or after storage) decoded to make the Motion Film Copy visible on a screen of a computer monitor or television linked to the viewer/user's computing device and with the possibility for the viewer/user's to access the Motion Film Copy in a linear and/or non-linear fashion.
