имхо, mandated относится к treatment, поэтому "принудительное лечение душевнобольных", только надо подумать, как перевести community в данном контекст.
Например, Black дает определение "community control - a criminal sentence whose terms includeintensive and strict supervision of an offender in the community...". Как вариант предлагаю - "под общественным надзором".
