Non-Bank rule

Уважаемые коллеги!

Пожалуйста, помогите перевести.
Что-то не пойму, что за правило такое "the Ten Non-Bank Rule"

Контекст:

Subject to the prior written consent of the Borrower (such consent shall not be unreasonably withheld) and this Clause 28, a Lender (the "Existing Lender") may:
(a) assign any of its rights; or
(b) transfer by novation any of its rights and obligations,
under the Finance Documents to another bank or financial institution or to a trust, fund or other entity which is regularly engaged in or established for the purpose of making, purchasing or investing in loans, securities or other financial assets (the "New Lender") provided that such assignment or transfer may not result in a breach of the Ten Non-Bank Rule.

Ну вот, опять это правило...

Неужели никому не попадалось? Смотрела в гугле - ерунду выдает...

Перевода действительно нет, но вот что это значит:

Ten Non-Bank Regulations means, at any time, the regulations pursuant to the
explanatory notes of the Swiss Federal Tax Administration No. S-02.128
(1.2000) and S-02.122.1 (4.1999) or legislation or explanatory notes addressing
the same issues which are in force at such time.
