franchise clearance

Подскажите, пожалуйста, что бы значило выражение
franchise clearance
в следующем контексте:

When ХХХ acts as the Advising Bank only (without confirmation credit extension) providing advice of another bank’s LC, the issuing bank may be an account relationship of ХХХ (i.e. customer) but may also be unknown to ХХХ.
In those cases where the issuing bank is not known to ХХХ the LC can be advised (without confirmation credit extension), in the normal course of business, if the beneficiary of the LC is a ХХХ account relationship (i.e. customer). If both the issuing bank and the beneficiary are unknown to ХХХ ***a franchise clearance*** or “green light” must be secured per Special Guidance described on pages 10 & 11 of this memo or the transaction cannot be processed.

общий смысл понятен - одобрение, разрешение, согласование - но термин ли это? вряд ли...
