Никакой информации эта фраза не несет, просто ироническое восклицание-вставка. Можно сравнить с русским "Чтоб она была здорова!" или (в зависимости от контекста) "Не к ночи будь помянута!"

I have read that a Far Eastern Bishop Cotton used to bless socks before they were distributed as charity. The expression derives from a package labelled "Cotton's socks - for blessing". Why he only distributed (or only blessed) socks, was not revealed.

this is an age old American saying......related to distribution of warm clothes and socks during the Christain period of Christmas to old and elderly people...
