| You need 'of' in there somewhere, otherwise the adjective modifies recruitment, i.e. quality recruitment. Recruiment can't be quality, efficient, or competent. You could consider rephrasing with "Recruitment of". |

| It seems that way to me as well, but that doesn't translate well into English. Quality/competent/efficient recruitment grates the ears. I chose "recruitment of highly-qualified professionals" because it's so common that it is almost a cliche in English. |
