Выражение встречается в следующем контексте:

If all wireline operations are cancelled by Customer after the Company personnel and/or equipment leaves the base (or in the case of perforating, after the charges are ordered), the following cancelled operation charges will apply: Service & Distance Charge, Crew & Equipment Rental charges, Perforating Gun restocking charges & the cancelled operation charge.

и здесь:
If all or part of the perforation operation is cancelled by Customer after the charges have been ordered a Restocking Charge will be assessed on the unused footage at the bookprice Gun Operations Charge multiplied by the restocking charge percentage.

Скорее всего: возвращение перфораторв на склады (м.б. включая их консервацию)

А не может быть разряжение перфоратора? Т.е если его уже заполнили зарядами, но в связи с отменой работ приходиться все разряжать. Потому что в тексте помимо перфораторов использются множество других скважинных приборов. Но restocking относят только к перфораторам...

"after the charges are ordered" означает, что заряды заказаны, но про зарядку перфораторов здесь не говорится.
Перфораторы заряжают непосредственно перед спуском в скважину и (как мне кажется) их разрядить уже нельзя.
