Subject: Traffic operations Under incident mode operations, the road network is assumed to be operating under demand excessive situation or in sub-optimal capacity due to perturbations to its normal flow. These perturbations may take the form of planned perturbations such as processions and road works or unplanned perturbations such as accidents, vehicle breakdowns or traffic signal light failures etc. Under these conditions, the operation of the network will take the form of direct intervention and information dissemination to those entering the affect section of the road network. Under these situations, a key assumption made is that there is excess road capacity in the adjacent roads and that prompt dissipation of the perturbation will result in greater throughput in the road network than in its incident state. Here, it would be necessary for TMC to intervene through the mobilisation of field operatives and partner agencies such as TP and Paramedics, field ITS infrastructure such as VMSs, tweaking traffic signal timings, and the informing the public through the broadcast media. To facilitate this tasks, we’ll need to have a team of frontline operators skilled in situational assessment and manipulation of the various ITS on a real-time responsive manner.
