последняя составляющая затрат меня сильно смущает...

изменение климата (30%, рассматривается вариант значительного изменения климата или ...?)

well, it depends on the context.. if this costs structure for indoors (e.g. -workplace) - it might mean a building in a new air-conditioner.. if it's a greenhouse - other stuff.. hard to tell without knowing the context
