В ... в общем, в Site Management Agreement должно быть указано , что Site Operating Agreement заключается на условиях, приемлемых для консорциума. ---- или у Вас там какая-то специфическая cover? ---

тогда, возможно, так

SMA будет защищено требованием заключить SOA на условиях, ... blah-blah.
