если отрешиться от морской тематики, то panel broker - это брокер, продающий продукты/услуги ряда производителей/поставщиков (не менее 3 или иного обусловленного законодательно числа), то есть представляющие срез рынка/весь рынок, а не впаривающий всем подряд продукты одной компании
