The "military support to civil authorities" pertains to all actions carried out by the forces in order to: 1. assist and control the populations, including displaced individuals and refugees; 2. participate in the restoration of public security in troubled areas, whether urbanized or rural; 3. facilitate the good functioning of government institutions, as well as of administrative, economic and legal structures; 4. help the repair of infrastructure, including those facilities permitting to satisfy the populations' vital requirements. Whenever possible, these actions are carried out in connection with the local authorities and administration. (FRA)
